When Union Minister of State for Personnel Jitendra Singh was asked in the Rajya Sabha whether there was provision for government employees to take leave to tend to their elderly parents, he clarified that the Central Civil Services (Leave) Rules do provide for the same.
He enunciated that every year, as per the Central Civil Services (Leave) Rules, 1972 employees are eligible for 30 days of earned leave, 20 days of half pay leave, eight days of casual leave and two days of restricted holiday. These are in addition to the other leaves that Central government employees are eligible for. All of these leaves, Singh explained, can be taken by employees for any personal reasons, which includes attending to elderly or ageing parents.
The Central Civil Services (Leave) Rules, 1972 grants various types of leaves to government employee, such as earned leave, half-day leave, commuted leave, leave not due, extraordinary leave, maternity leave, paternity leave, child care leave, study leave, special disability leave, seamen’s sick leave, hospital leave and departmental leave.
While maternity leave is granted to a female government servant (including an apprentice) with less than two surviving children, paternity leave may be granted to male government servants with less than two surviving children. Paternity leave of 15 days can be granted during the confinement of an employee’s wife for childbirth, that is, up to 15 days before, or up to six months from the date of delivery of the child.
