North Eastern Electric Power Corporation (NEEPCO) has appointed veteran Samiran Sinha Ray, chief general manager (HR), NTPC and currently on secondment, as its new chief human resources officer (CHRO). The move strengthens NEEPCO’s HR leadership as the organisation focuses on future expansion and capability building.

Ray brings nearly 35 years of experience from NTPC, where he joined in 1990 and went on to handle major HR portfolios across regional headquarters, project sites and joint ventures. His professional background spans employee relations, talent management, organisational development and large-scale workforce administration.

Before joining NEEPCO, Ray served as regional head-HR at NTPC’s Northern Region Headquarters in Lucknow, the company’s largest region with eight projects, two joint ventures and a major solar project at Nokh. He also held additional charge as regional head of HR for eastern region-II, Bhubaneswar, overseeing five key projects.

His earlier assignments include leading HR for eastern region-I, Patna, and heading HR at major NTPC projects such as Farakka and Barh, where he contributed to strengthening HR systems and improving employee engagement frameworks.

Ray has also worked extensively with NTPC’s joint ventures, including NTPC-SAIL Power Company (NSPCL) and Bharatiya Rail Bijlee Company (BRBCL) at Nabinagar, adding cross-organisational exposure to his portfolio.

With his long-standing institutional expertise and leadership experience, Ray is expected to guide NEEPCO’s HR strategy and support its organisational transformation agenda in the years ahead.
