The Haryana Cabinet has approved a new ordinance aimed at securing job stability for contractual employees until they reach the age of superannuation. The move will benefit approximately 1.20 lakh workers. It is designed to enhance the employment conditions for contractual staff.
The Haryana Contractual Employees Ordinance, 2024, has provisions to ensure that all contractual employees across various state departments, including Haryana Kaushal Rozgar Nigam, have job security until retirement. Contractual employees who have completed five years of service by 15 August, 2024, will be covered under the new regulations.
These employees will receive a basic salary aligned with the pay scale of equivalent posts. Additionally, their monthly consolidated remuneration will be adjusted biannually, with increases corresponding to changes in dearness allowance starting from 1 January and 1 July each year. The ordinance also introduces an annual increment in consolidated monthly remuneration after a year of service.
The ordinance extends several other benefits to these employees, including entitlement to death-cum-retirement gratuity and all provisions under the Maternity Act. Families of contractual employees will also be eligible for health benefits under the PM-Jan Arogya Yojana-Chirayu Extension Scheme. However, employees earning more than Rs 50,000 per month and those working under centrally-sponsored schemes are excluded from these provisions.
For those with extended service, additional benefits are provided: employees with five years of service will receive five per cent more than the minimum pay level of their post, those with eight years will receive 10 per cent more, and those with ten years or more will receive 15 per cent more, all in addition to their consolidated remuneration.
