On 19 December 2023, Mamata Hojai, director of secondary education, Assam government, instructed school inspectors throughout the state to start internal investigations against staff in provincialised secondary schools that acquire academic or professional qualifications during their service without obtaining prior permission from the appointing authority.
In an official communication, the director stated that any school staff obtaining additional academic or professional qualifications during their tenure without obtaining prior permission is in violation of Rule 13 outlined in the Assam Civil Services (Conduct) Rules of 1965.
The Assam government issued a memorandum underscoring the gravity of the violation, explicitly stating that it is strictly prohibited for any government servant, during their tenure, to enrol in or attend any educational institution for exam preparation by a recognised board or university without obtaining prior permission from the appointing authority.
Moreover, Hojai emphasised the importance of adhering to these rules as a means of upholding the integrity of the educational system. Ensuring that government servants strictly follow the proper procedures when seeking additional qualifications is deemed crucial.
The directive issued by Hojai further mandates a comprehensive investigation to assess the possibility of any violations, and if such violations are identified, the memorandum outlines that appropriate penalties will be imposed.
