In February 2022, Arun Kumar Mehta, chief secretary, Jammu and Kashmir (J&K), had launched the Employees Performance Monitoring portal, to keep a monthly track of the performance of the employees and government officers of the State. Now, the Government of the Union Territory has decided to make changes to the format of the portal, such that the individual requirements of all the various departments can be met.

The objective of the portal was  to provide higher authorities with an accessible report for monitoring work performance and for better human resource management (HRM).

EXCELSIOR reports even though almost all the employees and government officials are submitting monthly work performance on the portal, the Government has observed that a uniform format for all the departments is not really working. The Chief Secretary is presently holding meetings to discuss this aspect of the format, so that suitable amendments can be made.

In addition to this, the complete list of developmental deliverables that will be achieved in FY 2022-23 was approved by Lieutenant Governor Manoj Sinha,  who is heading the Administrative Council.

However, a large number of government employees have not received their salaries due to their failure to adhere to the repeated directives regarding the uploading of all details on the e-HRM portal. The Government aims to keep all employee data such as annual performance reports (APRs), leave, promotion, increment and salary records in e-form so that they can be available for verification at any time. This will also help prevent any manipulation or fudging of data.
