India and Taiwan have formalised a memorandum of understanding (MoU) on migration and mobility, aimed at addressing Taiwan’s labour shortages in sectors such as manufacturing, agriculture and construction. The agreement, signed during a virtual ceremony by Manharsinh Laxmanbhai Yadav, director general of the India Taipei Association, and Baushuan Ger, head of the Taipei Economic and Cultural Centre, New Delhi, signifies a significant step in bilateral labour cooperation.

This agreement comes after prolonged negotiations and overcoming hurdles such as aligning medical testing procedures and migration databases. Taiwan’s ageing population and low birth rate have created a pressing need for a diversified workforce, prompting the inclusion of India as a new source country for migrant workers.

Under the terms of the MoU, Taiwan will initially welcome Indian workers proficient in English on a small scale, with the possibility of expanding opportunities based on the agreement’s outcomes. Discussions will continue to finalise details such as eligible industries, job numbers, recruitment criteria and training processes for Indian migrants.

The Taiwanese side will determine the industries and number of Indian workers to be employed, while India will handle recruitment and training in accordance with Taiwan’s needs and regulations. Following the agreement, Taiwan’s labour ministry will seek legislative review and engage in working-level discussions with India to ensure smooth implementation.

Recognising Indian workers’ reputation for stability and hard work, Taiwan aims to address its labour shortages effectively through this partnership.
