The parliament committee and welfare committee of schedule casts and schedule tribes (SC/ST) has asked the Department of Personnel and Training and state governments to coordinate and verify the SC/ST certificates of employees within six months of their joining.
Both the Department of personnel and training and the state governments need to coordinate with state-level scrutiny committee that makes these certificates, to verify them within the time period of six months of an employee’s joining.
In case the committee is unable to do so, it needs to put down the reason for delay in writing and take an extension of verifying the SC/ST certificates for not more than six months.
The parliament panel observed that very often, the verification takes place during the time of the employee’s promotion or retirement. Sometimes, the verification happens after 30-35 years by when the employee either takes a transfer or attains superannuation in which case, the documents and records become so old that they are even difficult to trace.
This way, SC/ST employees feel harassed at the time of their certificate verification process as it takes a long time.
The committee has strongly recommended that guidelines be followed. It has asked all government departments and PSUs and PSU banks to streamline this process and bring in some speediness in the whole process of verification.
Many SC/ST employees in the PSU banks, organisations and government have been facing this issue for a long time now, with no action being taken to resolve the same.
