The United Arab Emirates (UAE) has approved a new framework by the Federal Authority for Government Human Resources (FAHR), which outlines various flexible work arrangements at the federal government level. The framework will support the evolution of government work by adopting new and future trends, acknowledging the impact of advanced technologies on the work environment.
This decision, in alignment with the Human Resources Law, encompasses full-time and part-time work, as well as temporary and flexible work options. That means, it covers approved remote work from within the country, remote work from outside the country, hybrid work and compressed work. These flexible work types may be granted by federal authorities in exceptional cases and under specified conditions.
To further ensure proper implementation and maximise the benefits of this ,framework, FAHR is also organising introductory workshops in February. These workshops will target HR managers and officials in ministries and federal entities.
The framework supports the UAE’s strategy for future work governance, ensuring business continuity and maintaining task performance within official working hours. Furthermore, it aims to enhance efficiency and institutional performance while making it easier to attract and retain skilled individuals through the flexibility provided by Human Resources Legislation in the federal government.
The framework will align with the UAE’s proactive measures and the adaptability of Human Resources Legislation in the federal government. It addresses the rapidly evolving work environment, driven by advanced technological capabilities and solutions, and embraces emerging trends in government work witnessed globally in the form of flexible work systems.
The framework also contributes to the objectives of the “We the UAE 2031” vision, focusing on building a pioneering and superior system. This includes enhancing government performance, developing business models for optimal results, improving effectiveness, and establishing an ideal model for managing human resources and government competencies.
