The Ladakh Employment (Subordinate) Service Recruitment Rules 2021 notification has decided to reserve jobs in Ladakh exclusively for locals.

For any job seeker to get a job in the government of the Union Territory, she or he has to be a resident of Ladakh, as per Clause 11 of the new rules notified by the Labour and Employment Department.

The reservation of jobs has been a longstanding demand of the population, especially the People’s Movement, of which the majority comprised the Ladakh Buddhists Association.

The new rules also suggest that those who have already been appointed to a post in the cadre of Jammu and Kashmir Employment (Subordinate) Service and subsequently allotted for service in Ladakh UT in accordance with the provisions of Section 89(2) of the J&K Reorganisation Act 2019, shall be deemed to have been appointed to the service as per the initial constitution.

More details will be available in the coming weeks. However, the eligibility, age limit and other qualifications for direct recruitment shall be according to rules set by the administration.

It was only in 2019 that Ladakh became a Union Territory. The Centre had declared Jammu & Kashmir as well as Ladakh as Union Territories. However, Ladakh does not have an Assembly. In Jammu & Kashmir, even those who have been residents of J&K for over seven years or have studied there up to Class 12 are eligible to apply for jobs.
