Digital Life Certificate (DLC) Campaign 3.0 by the Department of Pensions and Pensioners’ Welfare (DoPPW) came to a successful conclusion, with 1.30 crore DLCs being generated. Over 30 per cent of these, that is, more than 39 lakh were generated employing the Face Authentication Technology (FAT). This is 200 times more than what was generated in previous campaigns. By March 2025, it is hoped that more than 1.60 crore DLC will be submitted.

A Digital Life Certificate (DLC) or Jeevan Pramaan, is a biometric-enabled service that permits pensioners to generate a life certificate digitally using their Aadhaar number and biometrics.

In line with the Digital India vision, the campaign endeavoured to improve the ease of living for senior citizens.

Touted as the largest campaign conducted for improvement of pensioners’ welfare in the country, the initiative was aimed at simplifying the process of submitting digital life certificates, especially for the very senior pensioners whose finger prints have faded, or those who are immobile or suffer from physical disabilities, or reside in remote areas. The initiative enabled such elderly to submit DLCs from the comfort of their homes, altogether eliminating the need to visit banks physically.

Thanks to this initiative pensioners aged 80 and above were able to conveniently submit digital life certificates. Over eight lakh DLCs were submitted by super seniors, with IPPB helping offer doorstep services for the super senior pensioners. There was active cooperation from the post offices, banks and volunteer networks to achieve complete coverage across India. The awareness campaigns by All India Radio, Doordarshan and print media also ensured that more than 122 million people across the country were reached out to. About 1.8 lakh postmen were deployed to provide assistance on ground with support from more than 1,100 nodal officers working to provide seamless operations.
