Delhi has announced strict measures to tackle its annual winter pollution crisis, directly affecting how employees work and commute. From 1 November, 2026, to 31 January, 2027, government and private offices must ensure that half their staff work from home. This mandate is part of a wider plan to reduce traffic emissions and ease pressure on the city’s air quality.
Alongside WFH, offices will operate with staggered timings to spread out commuting patterns. Municipal Corporation offices will run from 8:30 a.m. to 5 p.m., while Delhi government offices will function from 10 a.m. to 6:30 p.m. Parking charges at authorised sites will be doubled to discourage private vehicle use, except at Delhi Metro facilities.
The restrictions also include bans on construction and demolition activity, which are major sources of dust pollution. Outdoor civil work will be halted for nearly three months, with a complete construction freeze between 10 December and 20 January.
For employees, the changes mean significant adjustments in daily routines. Remote work will again become the norm for many, echoing measures used in 2024 and 2025. Commuters who continue to travel will face higher costs and altered schedules. HR teams will need to manage hybrid staffing, ensure productivity under staggered shifts, and support workers adapting to new patterns
