    EPFO wage ceiling raised to Rs 25,000 – What it means for pay and HR

    The Labour Ministry has reportedly directed employers not to reduce statutory wages or adjust the higher employer contribution against employees’ cost to company (CTC).

    The Indian government has increased the Employees’ Provident Fund Organisation (EPFO) wage ceiling from Rs 15,000 to Rs 25,000, effective 17 September. This move will bring more than 10 million additional workers under mandatory provident fund and pension coverage, marking one of the largest expansions of social security in recent years.

    The Labour Ministry has reportedly directed employers not to reduce statutory wages or adjust the higher employer contribution against employees’ cost to company (CTC). As per a ToI report, employers are expected to treat their share of social-security contributions as an investment in workforce stability, rather than a deduction. The Ministry emphasised that statutory contributions must be made correctly, and employees’ wages cannot be cut in violation of the law.

    While the revision raises compliance costs, employers can partly offset the burden through incentives of up to Rs 3,000 per month for each new job created under the Pradhan Mantri Viksit Bharat Rojgar Yojana (PMVBRY). The government also highlighted that expanding formal employment strengthens India’s attractiveness as an investment destination.

    For employees, concerns about reduced take-home pay were addressed by clarifying that any additional PF contributions will earn higher interest, qualify for tax benefits, and build long term pension and insurance security. Workers earning between Rs15,000 and Rs 25,000, who were previously outside mandatory coverage, will now be enrolled in both the Provident Fund and the Employees’ Pension Scheme (EPS).

    Under the new rules, employees contribute 12 per cent of wages entirely to PF. Employers contribute 12 per cent as well, with 8.33 per cent directed to EPS and the rest to PF. The maximum monthly contribution rises from Rs 1,800 under the old ceiling to Rs 3,000 under the new limit.

    The Ministry has asked employers to immediately identify affected employees and update payroll systems. For HR leaders, this change means recalibrating compliance, communication, and employee-engagement strategies to manage expectations and highlight the long term benefits of formalised retirement savings.
