The Jammu and Kashmir government has raised concerns over the lack of compliance by employees in registering on the Karmayogi portal. Despite earlier instructions, many employees have not registered, prompting authorities to issue a renewed directive for immediate action.
This platform is designed to enhance core competencies for improved public-service delivery.
Officials have been instructed to ensure all employees register on the iGOT Karmayogi portal and enrol in the Competency Assessment Tests (CAT) available on the platform. These tests are aimed at identifying skill gaps, improving existing competencies, and fostering the acquisition of new skills crucial for effective governance.
Mission Karmayogi, implemented through the iGOT platform, is a flagship initiative under the National Programme for Civil Services Capacity Building (NPCSCB). It seeks to modernise civil service training by offering a digital-first approach to capacity building. The programme empowers government employees to explore tailored learning modules at their own pace while providing departments and managers with tools for monitoring progress.
The government has emphasised that administrative secretaries and department heads ensure full compliance. Action-taken reports must be submitted to the General Administration Department (GAD) to confirm adherence. Employees are required to use their official government email IDs to register and complete the necessary assessments.
The iGOT Karmayogi portal offers a scalable learning environment, designed to cater to approximately two crore users. It provides “anytime-anywhere-any-device” learning, a significant shift from traditional training methods. The content, structured around the Framework of Roles, Activities, and Competencies (FRACs), is curated by government ministries, knowledge partners and leading institutions.
