Haryana has announced the Haryana Human Resource Management System (Administration) Policy, which will make the management of state government employees more efficient, thanks to the upgradation of the Human Resources Management System (e-HRMS 2.0). The system will be managed entirely by the Human Resource Department of the Haryana government.

Haryana Chief Secretary Vivek Joshi issued a notification to this effect recently. The policy focuses on improving the process of transferring and placing employees/state government officials—whether working full time or on contract—and managing them. It will ensure that the state government’s resources are utilised optimally, across departments and functions.

The policy will also ensure updation and maintenance of employee data—their joining dates, departments, tenure, conditions/terms of service, and so on—so that the state government and its departments will benefit from quick and accurate decision-making.

The Human Resource Department (HRD) of the Haryana government will be responsible for maintaining, developing and hosting the e-HRMS 2.0 to ensure that it is functioning smoothly at all times. It will also ensure that the data is safe and secure.

All decisions pertaining to e-HRMS 2.0 will be taken by an Empowered Committee (EC) to be formed for this very purpose. It will comprise the chief secretary, the director general/director of the human resources department, the administrative secretaries of the finance department and the human resources department.

Only verified information or data backed by relevant documents will be published on e-HRMS2.0.
