The Uttar Pradesh government is planning to set up a dedicated corporation to manage its contractual workforce. The corporation will look over the state’s 11 lakh employees across 93 departments.
A proposal for the corporation’s formation has received in-principle approval from Chief Minister Yogi Adityanath. It is expected to be tabled before the Cabinet soon for final approval following legal review. The State General Administration Department will act as the nodal agency overseeing the corporation’s operations.
The initiative aims to streamline recruitment, ensure job security, and implement fair reservation policies for Scheduled Castes (SCs), Scheduled Tribes (STs), and Other Backward Classes (OBCs).
The primary objective is to eliminate fraudulent practices, prevent exploitation, and address the issue of ‘ghost employees’. The corporation will centralise the hiring process, ensuring transparency and uniformity in wages. Departments will submit their workforce requirements to the corporation, which will advertise vacancies, conduct recruitment, and directly transfer salaries to employee accounts.
The government also aims to introduce wage uniformity. For instance, contractual sanitation workers across all civic bodies will receive standardised pay. Additionally, the corporation will ensure that wages are above the minimum level, and in the Rs 16,000 to Rs 20,000 per month range.
To deal with issues pertaining to the lack of proper benefits, the corporation will monitor is
provident fund disbursement and maternity leave payments and similar matters. Contractual workers will be protected from exploitation by hiring agencies, ensuring they receive their rightful benefits.
Existing employees will not face immediate job cuts. The transition to the corporation-managed system will be gradual. Upon contract expiration, new hires will be appointed through the corporation, and renewals will follow a transparent process.
