From 1 November, the Municipal Corporation Chandigarh (MCC) will roll out the Facial Authentication Aadhaar-Based Biometric Attendance System (AEBAS) across all its departments and divisions. The move aims to ensure transparent, accurate, and efficient attendance management for every officer and staff member.
Under this system, employees will be required to mark their attendance using facial recognition via mobile applications — AadhaarBAS or AadhaarFaceRD — on their personal smartphones. Alternatively, attendance can be recorded through biometric machines installed at designated locations. This will apply to all categories of employees, including regular, contractual, outsourced and field staff.
The civic body has made it clear that salaries will now be directly linked to biometric attendance records. To ensure readiness, the IT Branch of the Municipal Corporation has already conducted detailed training sessions for nodal officers and single points of contact across all branches and divisions.
Municipal Commissioner Amit Kumar has directed all wings to ensure 100 per cent compliance. Currently, 10,930 employees are registered on the Biometric Attendance Portal developed by the National Informatics Centre (NIC). Those who have not registered have been given a seven-day deadline to complete the process.
Supervisors have also been instructed to assist employees facing technical difficulties in marking attendance, using either their own smartphones or nearby biometric machines. Employees must update their biometric and service details, including place of posting, by 31 October, 2025.
The Municipal Corporation has stressed that adherence to the new system is mandatory. Any lapse or negligence will invite strict action, as the initiative is designed to strengthen transparency, punctuality and accountability within the organisation.
