Abu Dhabi has announced the formation of a new Human Resources Authority under a recently issued law. The newly-established authority will operate as a corporate entity with full legal capacity and will report directly to the Abu Dhabi Executive Council.
The law is issued by the president, Sheikh Khalifa bin Zayed Al Nahyan, in his role as Ruler of Abu Dhabi.
This move will see the Abu Dhabi Human Resources Authority replace the Abu Dhabi Tawteen Council and the civil services sector. It will also replace the Abu Dhabi Government Leadership Centre, which was previously under the General Secretariat of the Abu Dhabi Executive Council.
The new authority will focus on developing and executing human resource policies across the emirate. It will also play a key role in formulating strategies for emiratisation (tawteen) within government departments and companies, subject to approval by the Executive Council. Additionally, the authority is tasked with conducting research to enhance human resources and government management practices.
In line with its responsibilities, the authority will approve and support job- appointment plans, ensuring they align with emiratisation targets. It will also recommend the direction of academic, vocational and technical training programmes to meet the labour market’s needs and support national workforce development.
The chairman of the new human resources authority will be appointed by the president and deputy supreme commander of the UAE armed forces. The chairman will be responsible for outlining the authority’s strategy and ensuring its execution aligns with the goals set for human resource development and workforce management across Abu Dhabi.
