NITI Aayog has recommended building a trained and professional caregiver workforce to meet India’s growing care needs and tap into rising global demand for caregiving services, according to a new report.
The report proposes developing a structured caregiving ecosystem that recognises caregiving as a skilled profession while creating new employment opportunities and improving access to affordable care.
It highlights caregivers as a key part of the care economy and calls for greater professional recognition, workforce welfare, institutional support and better access to quality care for families and communities.
Among its key recommendations is the introduction of a National Policy on Caregiving and the establishment of a National Caregiver Council to strengthen coordination and support the sector’s long-term development.
The report also advocates measures to enhance workforce development, expand social security coverage for caregivers, strengthen family and community-based care, and promote international cooperation to position India as a global supplier of skilled caregiving professionals.
According to NITI Aayog, rising global demand for caregivers presents an opportunity for India to create jobs while building a recognised and organised caregiving workforce. The report suggests that strengthening training and professional standards could help Indian caregivers access employment opportunities both domestically and overseas.
The recommendations form part of a broader roadmap to create a future-ready care ecosystem that supports workforce participation, improves service quality and expands employment in the caregiving sector.
By formalising caregiving and strengthening institutional support, the report aims to position the sector as an important source of livelihood while addressing the country’s growing demand for care services driven by demographic and social changes.
