The Andhra Pradesh government has initiated the process of allocating employees across its 28 reorganised districts following approval from the President of India for the district reorganisation. The move is aimed at strengthening administrative functioning in the newly-created districts, many of which have been operating with temporary staffing arrangements since their formation.
The state first reorganised its administrative map in April 2022 by creating 13 new districts, increasing the total from 13 to 26. In 2025, the TDP-led NDA government added two more districts—Markapuram and Polavaram—taking the total number of districts to 28.
Following the Centre’s approval, the state government has issued detailed guidelines for distributing employees between the newly- created districts and their parent districts. The exercise has been designed to ensure administrative continuity while complying with the existing zonal system.
Under the new framework, employees serving in district-level offices will be allocated based on the staffing requirements of each district. However, field-level employees will continue in their present postings. Departments have been directed to submit details of sanctioned positions, current staff strength, vacancies and future manpower requirements before the allocation process is completed.
The government said employee distribution will be based on factors such as population, workload and administrative needs to ensure balanced staffing across districts. Allocation ratios have also been prescribed for certain districts. For instance, employees from the erstwhile Krishna district will be distributed among Krishna, NTR and Eluru districts in a 50:40:10 ratio, while staff from the former Kurnool district will be allocated between Kurnool and Nandyal in a 55:45 ratio.
The exercise is expected to help establish a permanent workforce structure in the reorganised districts and improve the efficiency of public service delivery across the state.
