    UP tightens investment disclosure rules for government employees

    Under the new rule, employees must inform authorities if their yearly investments in stocks or similar instruments exceed six months of their basic pay

    The Government of Uttar Pradesh has introduced amendments to its Service Conduct Rules to increase transparency in the financial dealings of state government employees. The decision was approved during a recent cabinet meeting and revises the reporting threshold for investments made by employees.

    Under the new rules, government employees will be required to inform the competent authority if their annual investment in stocks, shares or other financial instruments exceeds six months of their basic pay within a calendar year. Previously, employees were required to disclose such investments if they exceeded the equivalent of one month’s basic salary.

    The state has also strengthened disclosure norms for immovable assets. Earlier, employees were required to report details of property ownership once every five years. The amended provision now mandates an annual declaration of immovable property. Officials say the move is aimed at improving accountability and ensuring greater transparency in the financial records of government personnel.

    Alongside administrative reforms, the state government has also intensified its efforts to expand apprenticeship opportunities for young people. The initiative is designed to connect youth with industries and micro, small and medium enterprises (MSMEs), enabling them to acquire practical skills while undergoing training.

    In the current financial year, more than 83,000 young individuals have been engaged as apprentices across manufacturing, services and MSME units. These placements combine on-the-job learning with financial support, helping participants gain industry exposure while earning a stipend.

    The programme is being implemented through the National Apprenticeship Promotion Scheme and the Chief Minister Apprenticeship Promotion Scheme. Under these initiatives, the government provides financial assistance to both apprentices and participating establishments, reducing training costs for employers and encouraging wider participation.

    To strengthen the ecosystem, the state has also expanded the network of participating institutions. Over the past four years, nearly 800 new establishments have registered on the apprenticeship portal, creating additional training opportunities across districts and strengthening industry engagement.
