Thousands of non-gazetted employees working in five newly-established government medical colleges in Jammu and Kashmir are growing increasingly frustrated over the continued absence of Service Recruitment Rules (SRRs), promotional pathways and departmental promotions nearly six years after joining service.
Around 3,000 employees posted across government medical colleges in Kathua, Doda, Rajouri, Anantnag and Baramulla say they have not received a single promotion since being recruited through the JKSSB in 2018 and appointed in 2019.
The employees include nursing staff, paramedical workers, technicians, ministerial staff and Class-IV employees engaged in running critical healthcare operations at the institutions. They allege that despite repeated assurances from the Health and Medical Education Department, the Government has failed to finalise service rules or conduct Departmental Promotion Committees (DPCs), leaving their careers stagnant.
Employees claim that several committees and official orders have been issued since 2019 regarding framing recruitment rules and resolving service-related anomalies. However, no concrete implementation has taken place so far.
Many staff members say the prolonged delay has created deep uncertainty and demoralisation within the workforce. They argue that while Gazetted officers continue to receive regular promotions and structured career growth, non-gazetted employees remain excluded from any formal progression mechanism despite forming the operational backbone of the hospitals.
The employees also warned that the absence of clear service structures is beginning to affect institutional discipline and administrative efficiency within the new medical colleges.
The workforce has demanded immediate notification of Service Recruitment Rules, conduct of pending DPCs and creation of a transparent promotion framework for all non-gazetted categories. Employees have also indicated that continued inaction could trigger large-scale protests across the five GMCs.
