The Bharatiya Mazdoor Sangh (BMS) has given the government two months to address pending pay-related issues of Bharat Sanchar Nigam (BSNL) employees, warning of a nationwide agitation if its demands remain unresolved.
In a letter dated October 23, 2026, the employees’ union urged Union Communications Minister Jyotiraditya Scindia to implement the third Pay Revision Committee (PRC) recommendations for BSNL and settle outstanding issues from the second PRC.
For the third PRC, BMS has sought a time-bound decision on granting BSNL a waiver from the affordability clause, which it says is necessary to facilitate pay revision. The union said this would also help resolve the long-pending pension revision issue for BSNL and Mahanagar Telephone Nigam (MTNL) employees, along with the extension of the initial basic pay scale of Rs 35,400 to BSNL-recruited junior engineers (JEs).
The union has also called for the settlement of outstanding second PRC issues, including the implementation of standard E2 pay scales for junior telecom officers (JTOs) and junior accounts officers (JAOs), and E3 scales for senior deputy engineers (SDEs) and accounts officers (AOs). It has also demanded a full 30 per cent contribution towards superannuation benefits for BSNL recruits.
BMS warned that failure to resolve the issues within two months could lead to a nationwide agitation under its banner. Its affiliated organisations include the All India Graduate Engineers & Telecom Officers Association (AIGETOA) and the Bharatiya Telecom Employees Union (BTEU).
The union said timely intervention was necessary to prevent industrial confrontation, restore employee confidence and support BSNL’s revival.
