India and Japan have initiated discussions on expanding long-term cooperation in skilled workforce mobility and human resource development, as both countries look to deepen partnerships in talent exchange and workforce readiness. The talks took place in Tokyo earlier this week and focused on building stronger frameworks to support movement of skilled professionals and create structured talent pathways.
The discussions come at a time when demand for international talent mobility is increasing and India is emerging as a key source of skilled professionals across sectors. Both sides explored opportunities to strengthen institutional partnerships and develop workforce exchange programmes that can support long-term talent requirements.
A joint seminar organised in Tokyo by the Embassy of India in Japan and ASEAN ONE, served as a platform for discussions around future workforce collaboration. The event brought together government officials and stakeholders from both countries to deliberate on talent development and international workforce ecosystems.
The discussion focused on India’s efforts to build structured and scalable labour-mobility systems. It was also about India’s expanding role in supplying skilled talent globally and creating systems designed to support ethical and transparent workforce movement.
The seminar examined India’s workforce preparation ecosystem, which spans higher education institutions, Industrial Training Institutes (ITIs), apprenticeship networks, digital-skilling initiatives and career-support platforms. Discussions also highlighted the role of technology-enabled systems and employment platforms in improving workforce access and mobility.
Another key focus area was strengthening workforce readiness for the Japanese market. Participants discussed the importance of language preparation, sector-specific skilling, skill mapping, testing infrastructure and occupational alignment. The need for better demand forecasting and stronger institutional collaboration between India and Japan also emerged as an important area of discussion.
