The Jharkhand government has approved a proposal to provide state employees with easier access to salary advances and a range of financial services through a dedicated digital platform managed by a non-banking financial company (NBFC).

The decision was cleared by the state cabinet and is aimed at improving employees’ financial well-being by offering structured and accessible financing options. Under the plan, the government will empanel an NBFC through a tender process to develop and operate the platform.

The digital platform will offer services such as salary advances, savings products, insurance plans, credit facilities and other financial solutions designed for government employees. Officials believe the initiative will help employees manage short-term financial requirements without having to rely on costly borrowing options.

The move comes in response to concerns that many employees face difficulties arranging funds during emergencies or for essential expenses. In the absence of accessible formal financing channels, some are forced to seek loans at higher interest rates, increasing their financial burden.

One of the key features of the proposed platform will be the availability of online salary advances. Employees will be able to access advances equivalent to up to 30 days of salary through a digital process. The platform will also offer longer-term salary-advance options with repayment periods ranging from two months to as long as 60 months.

The government has indicated that the platform may eventually accommodate additional reputed financial-service providers, enabling employees to access a broader range of financial products and services from a single interface.

The initiative draws inspiration from similar employee-focused financial-assistance models already implemented by the governments of Goa and Rajasthan in partnership with NBFCs.

Once the selection process is completed, the chosen NBFC will be responsible for launching and managing the platform for Jharkhand’s state- government workforce, creating a formal mechanism for employees to access financial support and related services more conveniently.
