The’ Ministry of Human Resources and Emiratisation (MoHRE) of The United Arab Emirates (UAE) has announced the return of its annual Midday Break, set to be implemented from 15 June to 15 September, 2025. During this period, outdoor work under direct sunlight is strictly prohibited between 12:30 pm and 3:00 pm.
The initiative is now in its 21st year and aims to protect workers from heat-related illnesses and hazards during the intense summer months.
The Midday Break is part of the UAE’s efforts to ensure worker welfare and maintain occupational health standards. It seeks to ensure sustainable and safe working conditions in accordance with international best practices.
Firms where workers have to be out in the open must stop work during the designated hours. They are also required to provide shaded areas, fans or cooling systems, drinking water, and electrolyte supplements to help workers cope with high temperatures. First-aid kits must also be available at all worksites.
Certain critical infrastructure tasks such as roadworks, utility repairs, or emergency maintenance have been exempted from the rule and are allowed to continue during the restricted hours if absolutely necessary. However, approval will have to be obtained from relevant authorities.
The Ministry has urged private companies to set up rest areas and embrace worker-friendly policies that boost health and productivity. Noncompliance by firms will attract a fine of AED 5,000 per affected worker, with penalties reaching up to AED 50,000 for more than one instance of breach.
MoHRE will monitor compliance through on-ground inspections and community reports via its hotline and digital platforms. The Ministry intends to spread awareness efforts through educational campaigns and field visits throughout the summer season.
