    Andhra Pradesh clears promotion pathways for ward secretariat staff after six-year wait

    The new structure is intended to establish clearer career pathways across the four cadres while rationalising existing vacancies and surplus positions

    Andhra Pradesh has operationalised long-pending promotion pathways for four categories of Swarna Ward Secretariat employees, providing career progression opportunities to municipal grassroots staff recruited in 2019.

    The state government has issued orders covering Ward Administrative Secretaries, Ward Data Processing Secretaries, Ward Sanitation & Environment Secretaries (Grade-II), and Ward Planning & Regulation Secretaries (Grade-II) working across urban local bodies.

    The framework has been introduced following State Cabinet approval and is designed to create promotional opportunities through cadre restructuring without adding financial liabilities or displacing serving employees.

    As part of the restructuring, the Municipal Administration & Urban Development Department has rationalised 915 surplus and vacant Grade-II positions and created 815 Junior Assistant posts. Eligible Ward Administrative Secretaries can be promoted to these posts, while the resulting vacancies in the Ward Administrative Secretary cadre will create promotional opportunities for eligible Ward Data Processing Secretaries, including progression to Senior Assistant positions.

    The government has also upgraded 1,630 Grade-II posts to Grade-I, with 815 posts allocated each to the Ward Sanitation & Environment Secretary and Ward Planning & Regulation Secretary cadres.

    The upgraded positions will provide progression opportunities into regular line posts, including Health & Sanitation Assistants and Town Planning Building Overseers.

    The move comes after around six years of limited career progression for employees recruited into the ward secretariat system in 2019. The new structure is intended to establish clearer career pathways across the four cadres while rationalising existing vacancies and surplus positions.

    The government will also introduce specialised training programmes through the APHRD Institute to help ward secretaries develop skills relevant to their evolving responsibilities.

    Cadre designations may be reviewed to reflect changes in the functions performed by ward secretariat employees, while promotional frameworks for Ward Welfare & Education Secretaries and Ward Amenities Secretaries are expected to be finalised after reports are submitted by the designated Group of Secretaries.
