Thousands of Rajasthan government employees may not receive their annual salary increment this month after failing to submit their mandatory Immovable Property Returns (IPR) within the stipulated deadline.
According to officials, around 2.65 lakh state government employees did not file details of their immovable property despite being directed by the Department of Personnel (DoP) to do so by 31 January, 2026. The directive had been issued on 31 December, 2025.
The annual increment, equivalent to three per cent of basic pay, is generally sanctioned during the first half of July. Increment orders are typically issued before salary bills are processed later in the month.
As per the reports, employees who did not comply with the IPR filing requirement have not been issued increment orders, making them ineligible to receive the annual pay hike for now.
The Department of Personnel, which oversees personnel administration, recruitment, promotions and postings of state government employees, has linked the release of annual increments to compliance with the mandatory property disclosure requirement.
Reportedly, according to department officials, the decision is intended to improve accountability and ensure adherence to service rules. They indicated that relaxing the requirement could weaken compliance in subsequent years.
The move, however, has drawn criticism from employee representatives. They argued that many government employees were occupied with official duties and could not complete the filing process within the prescribed timeline. Employee unions have urged the state government to provide another opportunity for employees to submit their property returns before withholding annual increments.
The decision highlights the increasing emphasis by government departments on compliance with statutory disclosure requirements as part of employee service conditions.
