OpenGov, an AI and ERP solutions provider for local and state governments in the US, has appointed Sarabjeet Singh as its new senior director-human resources. The company announced the leadership addition on 18 November, signalling a renewed focus on talent strategy and organisational expansion.

In his new role, Singh will oversee talent acquisition, HR and operations for OpenGov India. He will work closely with the company’s global HR leadership to align India’s people strategy with OpenGov’s mission of helping governments operate more effectively and with greater accountability.

Prior to this, Singh was associated with Helpshift as its global head-people & culture. He joined the company in 2021 as its director-global people business partner. His expertise lies in building fast-scaling teams, shaping organisational culture, and establishing high-performance HR and operational frameworks. He has also worked with several other organisations such as CloudMoyo, GS Lab, Calsoft, Cross Country Healthcare and Infosys.

With more than 17 years of experience across IT product and services organisations, he has played a pivotal role in driving significant business growth—often between three to five times—through HR innovation, digital transformation, and talent ecosystem development. His leadership experience spans APAC, EMEA, Europe and the Americas, giving him strong insight into managing diverse, cross-cultural teams.

Singh’s educational background includes executive learning from The Wharton School in London, a C-suite leadership certification, an MBA in Human Resources from Symbiosis, and a bachelor’s degree in Computer Applications from Khalsa College.

Speaking about his appointment Singh said, “I’m thrilled to join OpenGov at such a pivotal stage of its growth journey. Guided by our mission to power more effective and accountable government, I look forward to strengthening a culture where people, innovation, and purpose come together to drive meaningful impact.”

As OpenGov continues to grow its presence and support increasing demand from public-sector agencies, Singh’s mandate will focus on strengthening leadership development, advancing talent-acquisition efforts, and enhancing employee engagement across India operations. The company views his appointment as an important step in powering the next phase of its global scale-up.
