The Ministry of Home Affairs (MHA) has directed all Central government employees stationed at the new CCS-3 building to register their biometric details for the issuance of smart cards. This move is part of a new security protocol that aims to regulate access more effectively. The requirement extends to all personnel entering the building, including those employed on a contractual basis.
The CCS-3 building, which accommodates offices of at least nine ministries and departments, is under the security cover of the MHA. With the implementation of the new system, existing identity cards that do not contain biometric authentication will no longer be valid. In their place, biometric-enabled smart cards will be introduced to ensure controlled and secure entry.
Although biometric data of employees was previously collected and used mainly to record attendance through the Aadhaar Enabled Biometric Attendance System (AEBAS), it was not linked to access control at entry points. The updated system will integrate this data with the new smart cards, allowing biometric verification to determine entry eligibility.
Employees have been asked to complete an online form, submit a recent photograph, and report to an MHA office for biometric authentication. Once issued, the smart card will be required for daily entry into the building.
An internal communication from the MHA informed all relevant ministries that the smart cards are necessary for gaining access to the CCS-3 building. All employees currently using older ID cards must make the transition promptly to comply with the new policy.
The CCS-3 building houses the Ministry of Home Affairs, Ministry of External Affairs, Ministry of Petroleum and Natural Gas, Ministry of Rural Development, Ministry of Small & Medium Enterprises, Department of Personnel and Training, Department of Land Resources, Office of the Principal Scientific Advisor, and the Office of the Development Commissioner, MSME.
