India’s ambitious plan to expand its nuclear power capacity to 100 GW by 2047 could face a critical workforce challenge, with industry leaders calling for a stronger pipeline of specialised talent alongside greater access to financing.
The country currently has about 8.8 GW of nuclear capacity and expects to invest nearly $210 billion to reach its long-term target. With India opening its tightly-controlled nuclear sector to private players last year, the industry is expected to require skilled professionals across a wide range of technical and research roles.
However, executives have flagged a shortage of specialised education and training as a major hurdle. The concern comes as India’s broader clean-energy sector is already facing a shortage of skilled workers.
The nuclear industry has limited specialised academic programmes, particularly outside a small number of premier institutions. This creates a talent pipeline challenge that extends from entry-level technical roles to highly specialised research and development positions.
To address this, NITI Aayog has formed a committee to examine how India can build nuclear expertise at different levels, including technicians, engineers and R&D professionals.
The private sector is also beginning to invest in developing specialised capabilities. France-based EDF, which operates in India through EDF Nuclear Projects India, has been conducting certification programmes with vendors and plans to expand these initiatives. The programmes are intended to strengthen the capabilities needed for a domestic nuclear supply chain.
Alongside talent development, financing rules are emerging as another constraint. India’s sovereign green bond framework, green deposit regulations and other financing mechanisms currently do not explicitly cover nuclear investments. NITI Aayog has called for these frameworks to be reviewed to facilitate greater capital flows into the sector.
Global financial institutions are also examining ways to support nuclear investments, as the technology gains greater recognition as a low-carbon source of power.
The workforce challenge will become increasingly significant as India seeks to bring private companies, foreign technology providers and domestic suppliers into the nuclear ecosystem. Building the required talent pool will involve developing specialised courses, industry certifications and training pathways well before new capacity comes online.
For India, therefore, scaling nuclear power is not only a question of capital and technology. It will also depend on whether the country can build a workforce with the specialised skills required to design, operate, maintain and develop its expanding nuclear infrastructure.
